Bonjour, Patrick Coudene, Président du Syndicat départemental d’énergies de l’Ardèche (SDE07), Président de l’association TEARA (Territoire d’énergie Auvergne-Rhône-Alpes) depuis le 1er mars 2021 et retraité..

Pour vous présenter mes expériences en collectivité, j’ai été Maire pendant plus de 20 ans dans une petite commune de la montagne Ardéchoise : Le Roux (16,43 km2 – 56 habitants en 2018).

J’ai également présidé la « communauté de communes Sources de la Loire » et j’ai présidé la « communauté de communes Montagne d’Ardèche », avec pour principale mission, la fusion des trois communautés de communes qui existaient sur la montagne ardéchoise. J’ai organisé les compétences de cette nouvelle communauté de communes, avec le souci d’assurer l’équité entre les 28 communes du territoire.

Pour revenir sur mon parcours au sein du SDE 07. J’ai intégré le syndicat en 1995 en tant que délégué, représentant l’arrondissement de Largentière. Durant ces 22 années, j’ai occupé toutes les fonctions d’élu, ce qui m’a permis de participer à son évolution et ce notamment sous la présidence de Jacques GENEST. Suite à sa nomination au poste de sénateur et au cumul de ses mandats, je suis devenu président le 23 octobre 2017 et réélu lors des élections de l’année 2020.

Lors des dernières échéances électorales, ma volonté a été de prendre du recul par rapport à mes mandats locaux ; j’ai fait le choix de me consacrer pleinement à la vie du Syndicat.

Très bien. Je connais bien l’association et j’avais déjà participé plusieurs fois à des réunions.

Il faut savoir que la création de l’association est partie de la volonté du syndicat d’énergie de l’Ardèche sous la présidence de Monsieur GENEST.

Monsieur Chapuis, le Vice-président de l’époque et moi-même avions insisté pour que cette association soit créée.

Je suis donc très heureux d’en être le président pour cette année.

TEARA est une association qui réunit les 13 syndicats d’énergies d’Auvergne-Rhône-Alpes afin de mutualiser leurs forces.

C’est avant tout un partage d’expériences sur des dossiers qui nous sont communs (distribution de l’électricité et le gaz, éclairage public, rénovation énergétique des bâtiments, transition énergétique…) et la mise en place d’une solidarité inter syndicats sur le territoire Auvergne Rhône Alpes.

La thématique de l’énergie est un domaine vaste et nous sommes toujours dans la volonté d’améliorer la qualité de nos services. C’est pourquoi il est important de partager nos connaissances.

L’association nous permet de nous réunir autour d’une table et de participer à de vrais échanges, de profiter des expériences de chacun et de mettre en place collectivement des actions.

Se positionner sous l’égide de TEARA nous donne du poids lorsque par exemple nous devons interpeller une fédération ou le ministère, plus qu’à l’échelle d’un syndicat unique.

Mon rôle en tant que président est d’aborder les sujets d’actualités et de mettre en évidence les enjeux liés à la transition énergétique dans toutes ses déclinaisons (capacité des réseaux gaz et électricité, rénovation énergétique, ENR…).

La transition énergétique, ce n’est pas qu’un mot – c’est un vrai challenge !

J’essaie aussi d’être le facilitateur autour de la table, de synthétiser les dossiers et d’interpeler les bonnes organisations en gardant à l’esprit les décisions prises à la majorité par les membres.

Les actions qui seront menées seront le reflet de ce qui a été voté. Il n’est pas question d’engager des actions sans l’accord des autres membres. Il s’agit de décisions collectives.

Je souhaite en priorité suivre l’évolution du projet Hercule d’EDF. Aujourd’hui si ce projet aboutit, il va fortement impacter les autorités organisatrices de la distribution d’énergie (AODE).

La grosse difficulté, c’est que nous n’avons pas d’informations et que nous ne sommes pas représentés dans les négociations alors que cela va avoir des conséquences directes sur nos syndicats. Nous avons pourtant des choses à dire et nous pourrions faire remonter les problèmes mais on ne nous écoute pas. C’est donc un point à suivre de très près.

Le deuxième effort sera de se concentrer sur les dossiers concernant la transition énergétique. Je n’hésiterais pas à réunir plusieurs fois les présidents pour traiter de ces sujets importants.

Le travail mené par les DGS en amont et les échanges réalisés sur le thème de l’énergie sont une vraie plus-value.
